Job Summary

Under the guidance the Cluster Coordinator, the Project Officer will support day-to-day

direct programme implementation of field OVC activities in liaison with the district, facility and community structures in Fort Portal City. H/She will ensure that mobilization of vulnerable

persons and communities for social protection, HIV prevention, and care services is done in line with MGLSD, MoH, and PEPFAR guidelines within supported communities.

The job holder will work to establish and maintain feedback mechanisms to reflect and refine program delivery and quality; ensuring all key stakeholders are providing and receiving feedback; Document evidence of good practice/Impact stories for both internal and external learning and ensure

systematic integration and application of organizational learning.

Key duties and Responsibilities

Planning, Implementation and Coordination

  • In collaboration with the Cluster Coordinator consolidate both external and internal City

    program reports, review the reports to ensure good quality reporting monthly and quarterly
  • Support the establishment of Quality Improvement teams on a monthly and quarterly basis to close activity gaps
  • Support staff to conduct assessment of beneficiary households to identify specific OVC

    needs for program support
  • In liaison with the Livelihood and Social protection officer support economic strengthening

    initiatives to the critically vulnerable OVC households
  • Support functionality of District and sub county Child wellbeing committees through coordination of the City Structures
  • In liaison with the cluster coordinator maintain a functional network of community structures through holding weekly and quarterly planning, review and feedback meetings
  • Support the roll out and implementation of curricula-based initiatives aimed at empowering

    OVC with life skills and knowledge to prevent HIV and attain decent livelihood.
  • Support OVC case management and beneficiary assessments to track progress towards graduation
  • Coordinate the District Program meetings on a weekly and monthly basis to review program performance in the district.

    Capacity Building (Training, mentorship and coaching of staff)

  • Provide timely responses to any donor information requests
  • Train, coach and mentor staff to provide a high-quality health care service package for

    OVCs and their households
  • Support capacity building initiatives among OVC service providers at various levels
  • Build systems to ensure effective referral and linkages for OVCs to community support

    structures
  • Build the capacity of staff to support access to quality legal and protective services among

    survivors of Violence against children (VAC) and Gender Based Violence

    Reporting and Documentation

  • Performance tracking and monitoring to ensure achievement of set targets in the required timelines
  • Ensure high quality reporting of OVC activities through set national information

    management systems and funder databases.
  • Promote access and utilization of child protection services among vulnerable children,

    youths and their household members.
  • Support the implementation team in the City to document and report family and child

    success stories on a monthly basis
  • Submit timely and quality reports to the Cluster Coordinator on a monthly, quarterly basis or as per agreed schedule
  • Carry out monthly data collection, analysis and reporting on OVC activities in the supported district.

    Administration

  • Support the Cluster Coordinator with staff management to ensure a highly motivated team in line with Human Resource Policy
  • Perform any other duties as assigned by the Cluster Coordinator

    Qualifications, skills and experience

  • Bachelor’s degree in Social Work and Social Administration, Community development, Community Health, Development studies or related courses
  • A minimum of 5 years’ experience in OVC Case Management, HIV/TB, Nutrition related work with government institution or NGOs involved in community work
  • Skills in strengthening health and nutrition service delivery programmes, supporting referrals and linkages between and among communities and health facilities
  • Knowledge of the relevant Uganda national Case management and Health policies, strategies and Experience in working with Local Governments systems is an added advantage.
  • A post graduate qualification in project management will be an added advantage.
  • At-least 2 years’ consistent experience in a technical advisory/support role with an NGO.
  • Additional Qualification in Child Protection is an added advantage
  • Experience in implementing OVC USAID funded projects.
