Org. Setting and Reporting

This position is located within the Office of the High Commissioner on Human Rights, Commission on Human Rights in South Sudan, based in Juba, South Sudan. The incumbent will work under the supervision of the Coordinator of the Secretariat of the Commission on Human Rights in South Sudan.

Responsibilities

Within delegated authority, the Human Rights Officer (Reporting Officer) will be responsible for the following duties:

  • Reviews and analyses information collected and advises Secretariat staff on addressing gaps and following leads;
  • In coordination with the Chief of Investigation, identifies gaps and orients the investigation accordingly; coordinates closely with the Legal Adviser to ensure information collected corresponds to the required legal elements;
  • Coordinates closely with the Gender Adviser to ensure gender perspectives are integrated throughout the investigation, and during analysis and report drafting, including on the gendered impact of the violations;
  • Prepares briefings, summaries of information gathered and analytical documents as required;
  • Coordinates the drafting of the Commission’s reports, and acts as its main drafter;
  • Ensures that information collected is properly documented, in accordance with standard OHCHR methodology in coordination with the Chief of Investigation;
  • Assists in drawing analytical conclusions; proposes the structure of reports and visualisation of the Commission’s findings and conclusions; assists in developing actionable and gender-sensitive recommendations;
  • Performs other duties as required.

    Competencies

  • Professionalism: Knowledge of and exposure to a range of human rights issues including approaches and techniques to address sensitive and complex human rights problems in their political, ethnic, racial, gender and socio-economic dimensions. Knowledge of institutional mandates of human rights organizations, prevailing policies and procedures. Ability to evaluate and integrate information from a variety of sources and assess impact on the human rights situation in the region or country of assignment, including the political environment and legal statutes as they pertain to human rights.

    Education

  • Advanced university degree (Master’s degree or equivalent degree) in law, political science, international relations or another discipline related to human rights is required. A first-level university degree in the mentioned fields of studies in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience

  • A minimum of seven years of progressively responsible work experience in human rights, international humanitarian law or international criminal law is required.
  • A minimum of two years of experience in the analysis and drafting of public human rights reports is required.
  • Relevant experience working for the United Nations or a similar institution is desirable.

    Languages

  • French and English are the working languages of the United Nations. For this position, fluency in English is required. Knowledge of another UN language is an advantage.
