Who we are looking for:

The Grants and Compliance advisor is an integral member of the Finance & Operations Team under the supervision of the Regional Manager, Finance & Operations. This position will collaborate closely with other key F&O team members to achieve a successful and efficient implementation of project activities for the Kenya and Tanzania country offices and for other branches that inSupply may extend to.

The primary responsibility of this position is to lead and coordinate end to end grants management and reporting processes. Further the role will ensure terms and conditions of grants are met, properly documented, and in line with inSupply Health grants management policies and respective donor regulations.

The Grants and compliance advisor is also directly responsible for the administrative aspects of grants out to grantee organizations, including assistance with due diligence activities, preparation and revision of agreements, review of invoices and financial reports, and maintenance of grant files.

The role will also support the Regional Finance and Operations Manager, and will assist in managing inSupply Health’s investigatory response to allegations of misconduct, fraud, waste, and other compliance issues for vendors, employees and partners.

They provide assistance to grantee staff in their specialty area and respond to moderately complex employee/management questions and problems based on advanced knowledge of the subject area.

Responsibilities:

Grant Management and Compliance:

  • Ensure grants or contracts are well administered and that program and support teams are fully informed of relevant donor compliance regulations and inSupply procedures to support on-track, on-time, and on-budget implementation.
  • Develop subgrant and subcontract agreements and ensure all pre-award requirements are met prior to issuing of agreement. Coordinate regular grant monitoring, using appropriate grant management tools and through facilitation and support of regular and timely Grant Review, Opening, and Closing Meetings.
  • Oversee comprehensive information management and filing system, ensuring donor contractual documents, reports, and key correspondences are consistently and frequently filed.
  • Maintain a broad and deep understanding of relevant donor policies, regulations, and procedures and rapidly learn the same for new donors, as needed.
  • Provide budgeting and other grant and financial support to the Regional Finance and Operations Manager, inSupply and JSI Finance & Operations teams including to the new business domain, activity managers and workstream coordinators
  • Ensure effective channels of internal and external communications relating to grants are established and respected, confirming senior management and technical leads understand donor communication protocols and provide copies of correspondence for files.
  • Proactively identify compliance risks throughout the portfolio and advise programs, support teams, and senior management on necessary actions.
  • Study all proposed sub-contract and sub-grant agreements and applications to ensure compliance with the terms of contract and grant agreements between inSupply Health and its donors/funders.
  • Collaborate with the finance and operations team to ensure that key processes and systems are in place to manage grant risk assessments, donor financial compliance, and reporting management processes.
  • Participate in the development and maintenance of the project’s Grants Management Database on Microsoft Business Central and to track the status of sub-award reports, deliverables and payments.
  • Monitor the status of sub-awards and review subgrantee reports and deliverables to assure compliance with grant agreements, donor policies and regulations.
  • Coordinate grant and contractual reporting process ensuring timely submission to donor/prime.
  • Identify compliance areas for subgrantees and provide organizational capacity building as needed
  • Support the Regional Finance and Operations Manager to ensure policy and procedure manuals are up-to-date and signed off. Provide internal training for staff to enhance compliance to established procedures.
  • Submit monthly reports to the Regional Finance and Operations Manager on the status of internal controls across all countries of operations highlighting any high-risk areas, challenges or problems that may arise;
  • Conduct Periodic reviews of Finance, HR, and operations domains work practices and systems and propose areas to strengthen processes and procedures.
  • Liaise with staff to identify any bottlenecks or process improvements possible within inSupply Health policies
  • Perform other duties as determined by the Regional Finance and Operations Manager

    Essential Skills and Qualifications:

  • Masters degree in Finance, Accounting or other relevant field
  • Certified Public Accountant ( CPA)
  • At least eight (8) years of progressively increased senior-level experience in grants management for a non profit organization.
  • Substantial experience with QuickBooks, Microsoft Business Central accounting softwares, Excel, and google workspace
  • Experience in establishing effective partnerships with grant recipients;
  • Experience managing USAID, Gates, or other donor-funded projects
  • Experience managing grants with public sector entities preferred;
  • Excellent team-work and team-building skills;
  • Strong, proactive and clear communicator both verbally and in writing;
  • Good interpersonal skills; ability to work in a multicultural, multi-ethnic environment with sensitivity and respect for diversity
  • Critical thinker with exceptional problem-solving skills, exceptionally motivated, and organized
  • High level of demonstrated accuracy and key attention to detail
