Context:

The AU-ILO-IOM-ECA Joint Programme on Labour Migration Governance for Development and Integration ( known as the Joint Labour Migration Programme, or JLMP) in Africa is a long-term joint undertaking among the four organizations in coordination with other relevant partners operating in Africa, development cooperation actors, private sector organizations and civil society representatives.

It is an instrument dedicated to the implementation of the 5th Key Priority Area of the Declaration and Plan of Action on Employment, Poverty Eradication and Inclusive Development, which was adopted by the Assembly of Heads of States and Governments in January 2015 in Addis Ababa, Ethiopia.

Its strategy focuses on intra-African labour migration and supports achievements of the First 2023 Ten Year Plan of the African Union (AU) Agenda 2063 and of the UN Sustainable Development Goals (SDGs). In addition, the JLMP is a critical instrument of implementing the AU Migration Policy Framework for Africa (MPFA) and Plan of Action (2018-2030) adopted by the AU Assembly in January 2018 in Addis Ababa, Ethiopia.

Gender-responsiveness is one of the guiding principles of the JLMP. The programme recognizes that the needs of women, men, boys and girls differ and vary at different stages of migration. JLMP promotes advocacy for gender equality and equity, as well as equitable access to resources and decision making to empower each person to strive.

It builds on a Gender Analysis and Gender Action Plan, which guide the inclusion of a gender-specific intervention framework in the JLMP in order to avoid exacerbating gender inequalities and ensure that women and men benefit on an equal basis from the programme.

This recruitment is in line with JLMP support of the efforts of the African Union Commission

(AUC) to implement Aspiration 6 of Agenda 2063 as articulated in pillar two and three of the AU

Strategy for Gender Equality & Women’s Empowerment (2018 – 2028) adopted at the 31st Summit of Heads of State and Government in July 2018. It will also contribute to achieving the potential benefits for women in the African Continental Free Trade Agreement owing to their increased participation in cross-border trade, value chains and public procurement.

Under the overall supervision of the Director, IOM Special Liaison Office in Ethiopia and the direct supervision of the Programme Coordinator (JLMP) , and in close technical collaboration with the AU Women, Gender and Development Directorate, the JLMP Programme Support Unit (PSU) and JLMP Implementing Partners, the Programme Officer (Labour Migration and Gender) will support the research and programming in order to contribute to positioning the AUC in providing enabling policies, guidelines and structures to advocate with its Member States for the adoption of policy, legal and institutional measures that promote the creation and access to better and decent employment opportunities for disadvantaged male and female migrant workers in Africa and beyond the continent, in collaboration with the Regional Economic Communities (RECs).

Core Functions / Responsibilities:

  • Encourage the integration of gender dimensions in labour and migration policies andframeworks, including the Economic Community of Central African States (ECCAS) Regional Labour Migration Policy Framework and the development of the labour migration policy for other AU Member States.
  • Contribute to the inclusion of gender considerations during the roll-out of the JLMP Trainingand Capacity Building Plan by JLMP partners.
  • Recommend the integration of gender-related concerns in JLMP technical documents such as concept notes, project proposals, workplans, log frames and policy papers.
  • Analyze gender integration in JLMP including during the Mid-Term Evaluation of the JLMPprojects.
  • Coordinate the implementation of recommendations from the JLMP Gender Analysis andGender Action Plan.
  • Facilitate capacity building for JLMP target groups at the Regional Economic Communities and Member States, PSU and other stakeholders on gender-responsive labour migration management.
  • Contribute to the development of knowledge products related to gender, migration, labour migration and employment.
  • Participate in a gender impact assessment of JLMP.
  • Contribute to the development of tools for monitoring and reporting the implementation of global commitments towards gender equality and equity.
  • Research and recommend gender sensitive indicators to support planning, monitoring and evaluation of the JLMP and to capture the impact on final beneficiaries.
  • Contribute to the development of policies, practical guidelines, advocacy tools and activities for the integration and mainstreaming of gender dimensions in migration.
  • Perform such other duties as may be assigned.

    Required Qualifications and Experience:

    Education

  • Master’s degree in Gender studies, Law, Political Sciences, Social Sciences, Development Studies or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

    Experience

  • Experience and ability to interact with senior officials (Government and REC officials and representatives of multilateral and bilateral agencies);
  • Experience and ability to navigate political processes in highly sensitive settings;
  • Previous experience working with international organizations and UN Agencies would be an advantage;
  • Demonstrable work experience in Africa, particularly with the AU and RECs relevant to Migration, labour migration, diaspora and development, and migration governance; and,
  • Experience in gender, gender mainstreaming migration and employment issues in Africa.

    Skills

  • Good understanding of the migration landscape and migration and labour migration frameworks, protocols, and policies in Africa;
  • Good understanding of labour migration issues in Africa (program/policy development, capacity building, implementation, M&E, etc.) at national and international levels;
  • Demonstrate strong research, communication, and facilitation skills;
  • Good drafting/writing/reporting and analytical skills; and,
  • Strong interpersonal, networking and presentation skills.

    Languages

  • IOM’s official languages are English, French, and Spanish.
  • For this position, fluency in English and French is required (oral and written). Working knowledge of Arabic is an advantage.
  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
