Job Role/ Purpose:
To Plan and implement HR policies and programmes for effective service delivery
Principal Accountabilities
Manage staff leave by creating and maintaining all leave records and prepare periodic reports to ensure accurate leave records that can guide Management and the Board on leave Management decisions
Create and maintain staff leave record.
Monitor staff leave applications and keep record of it.
Provide guidance to staff on their leave status and procedures for applying for leave.
Generate leave status reports for the different types of leave in line with the Leave Management Policy.
Provide periodic sensitization to staff regarding leave management.
Manage staff information to ensure confidentiality and integrity of staff data.
Develop and issue out a frame work for managing staff bio-data and provide guidance to staff on the implementation.
Verify authenticity of information provided by staff.
Take into custody all the required information provided by staff to ensure their safety and availability at all times when required.
Implement disciplinary instructions and decisions to ensure a fair hearing for staff.
Verify authenticity of information provided by staff.
Coordinate the disciplinary procedures in line with the SACCO disciplinary management framework.
Implement the disciplinary actions in line with the recommendations.
Maintain an up-to-date disciplinary records and avail it as and when required by the authority.
Prepare and issue out the required disciplinary documents in line with the laid down procedures and frameworks.
Prepare relevant documents to support disciplinary committee meetings.
Implement transfer and deployment instructions and maintain an updated transfer history in order to inform staff transfer decisions.
Develop and maintain staff deployment and transfer history.
Implement transfer and deployment decisions in line with Management instructions and available frameworks.
Provide guidance to Management to Management on matters relating to staff transfers.
Prepare periodic reports as guided by the line Supervisor.
Carryout recruitment and selection activities as allocated to facilitate business continuity and improve service delivery.
Prepare manpower plan and conduct periodic review and reports to support the recruitment process.
Prepare adverts for vacant positions as guided by the Supervisor.
Prepare recruitment schedules and prepare logistical requirements to support recruitment activities.
Coordinate the recruitment activities to ensure successful implementation.
Mobilize candidates scheduled to take part in the recruitment activities.
Study and respond to queries raised by applicants.
Provide secretarial role to the shortlisting or interview panels and prepare recruitment reports.
Prepare appointment and deployment letters for successful candidates.
Organize orientation and of the newly recruited staff in line with the SACCO procedures.
Manage other HR good practices to enhance staff productivity.
Conduct periodic organizational assessment to establish the workload status, structure and functional alignment, role clarity and the relative worth of the jobs within the existing structure.
Develop and implement framework for managing staff performance and prepare periodic reports to support management decisions on staff performance.
Develop and implement frameworks for managing staff welfare, staff development, and motivation.
Prepare reports to support legal actions relating to HR matters.
Provide support to Management in the management of acting appointments when required and ensure business continuity.
Prepare necessary documentations to support a smooth staff retirement and prepare staff for retirement.
Prepare any other documentation, reports, guidance, opinions relating to HR matters when required.
Person Specifications
Essential requirements:
Bachelor’s degree in Social Sciences, SWASA, Human Resource Management, Industrial & Organizational Psychology, Public Administration.
Three (3) years’ experience in Human Resource practice
Desirable requirements:
Post Graduate Qualifications in HRM, Management
Training in Data Analytics
Chartered Institute of Personnel and Development (CIPD)
Knowledge
The candidate should possess knowledge of;
Labor Laws and HR best practice
Staff development approaches, pay & benefits and recruitment practices.
Change management
HR policy formulation and reviews
Human Resource Management System
Special Skills & Attributes
Resilience with the ability to travel frequently and provide solutions
Unquestionable integrity with ability to multi task.
Proficiency in computer programs such as Ms Office Suite
Flexibility with the ability to anticipate needs and plan to address them ahead of time
Strong people management and interpersonal skills
Organizational skills, analytical, creativity and team work skills
An effective communicator, strong written, interpersonal and verbal communication skills
