Org. Setting and Reporting

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

UNEP’s Policy and Programme Division performs strategic planning, coordination and monitoring of UNEP’s programmes as well as coordinates UNEP’s engagement with the wider UN system and global processes.

This Senior Programme Management Officer post for the Finance and Economic Transformations Subprogramme is located in the Subprogramme Coordination Unit at the Nairobi duty station and reports to the Deputy Director, Policy and Programme Division.

Within delegated authority, the incumbent will be responsible for the following duties:

Responsibilities

• Coordinate UNEP programming related to Finance and economic transformations (Programme of Work, Medium-term Strategy, SDG alignment), in coordination with other Divisions, Regional Offices and regional sub-programme coordinators for Finance and economic transformations, in support to national and regional priorities.

• Ensure coherence of UNEP initiatives and projects included in the Finance and economic transformations sub-programme across Divisions, Regional Offices and other sub-programmes, and support liaison with relevant stakeholders, including UN Agencies, Funds and Programmes.

• Support the development and implementation of UNEP’s strategy for extra-budgetary resource mobilization, in liaison with the Corporate Services Division and other relevant Divisions, Regional Offices and sub-programmes.

• Identify and recommend the allocation of available resources for UNEP’s activities pertaining to the Finance and economic transformations sub-programme.

• Participate in UNEP’s project review committee of projects related to the area of Finance and economic transformations as well as other sub-programmes to ensure consistency with the decisions and guidance of UNEA and its subsidiary bodies.

• Monitor the efficient and effective implementation of the sub-programme and the implementation and evaluation of activities related to Finance and economic transformations undertaken by Divisions and Regional Offices in consultation with UNEP’s Corporate Services Division. Recommend issues to be addressed and propose corrective actions.

• Act as resource person for inter-governmental processes, including the UN Environment Assembly and meetings of the Committee of Permanent Representatives. Report regularly on Programme of Work implementation progress.

• Ensure functional and substantive information flow within the Finance and economic transformations sub-programme to keep relevant teams informed of progress and important corporate developments, as well as to anticipate and communicate problems or setbacks in project or programme delivery.

• Leads efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.

    Education

  • An advanced university degree (Master’s degree, or equivalent) in environment, finance, economics, development or related fields is required.
  • A first level university degree ( Bachelor’s degree or equivalent) in the same fields in combination with two (2) additional years of relevant qualifying experience may be accepted in lieu of the advanced university degree.
  • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

    Work Experience

  • A minimum of ten (10) years of progressively responsible professional work experience in project or programme management in complex socio-economic settings is required.
  • Experience in environmental and sustainable development and policy analysis at the international level is required.
  • Experience with UN system, governmental or non-governmental institutions implementing projects/programmes promoting sustainable patterns of consumption and production aimed at reducing climate impacts, biodiversity loss and pollution is desirable.
  • Experience in strategic planning and programming for environmental/ developmental programmes is desirable.
  • Experience in data analytics or related area is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
