Org. Setting and Reporting

The Field Technology Section (FTS) provides Geospatial, Information and Telecommunications Technologies services to the United Nations Mission in South Sudan (UNMISS). This position is the Chief Service Management Unit under FTS Operations in Juba.

The staff member will report and work under the direct supervision of the Chief Information Technology / Operations and will be responsible for the overall management, administration and monitoring of Unit’s budget, assets, maintenance, acquisitions, and its personnel.

Formulate policies for accurate controlling of UN ICT use, serviceability, and safety within the Mission area. Supervise the whole life management of the UN-owned ICT equipment. Produce detailed performance assessments and evaluations for Unit’s staff through the Performance Appraisal System.

The Service Management Unit aims to deliver and optimize FTS services and contracts to support Mission users, visitors and authorized personnel effectively and efficiently. It includes the development of activities and methods to ensure that the current and future FTS services are aligned with the mission mandate and its ensuing business processes.

This may include planning, upgrading and optimizing ICT infrastructure and personnel to adapt to dynamic Mission requirements and to any innovative ICT methodologies and paradigm shifts.

Responsibilities

Within delegated authority, the Information Systems Officer will be responsible for the following duties:

• Plans and directs all major information systems projects, monitoring the progress of the systems analysis, design, development, testing and implementation of new, moderately complex systems, and/or, participates as a member of a team with responsibility for major components of the more complex systems;

• Manages the Information Systems budget, formulating and monitoring budget allocations and expenditures, verifying funding and ensuring no overrun occurs;

• Develops technical specifications for the procurement of equipment and contractual services, and coordinates the technical evaluation of offers and proposals received;

• Develops and recommends strategies to implement global information systems projects originating out of OICT/OSD and UNMISS;

• Develops, implements and monitors information systems standards, guidelines and procedures;

• Develops detailed systems and other functional specifications and user documentation for system as required;

• Provides specialized advice to users, analyzing user’s requirements and translating these into new applications; determines application systems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc.;

• Develops training material, operating and user manuals; trains staff in assigned systems;

• Develops disaster recovery plans relating to information systems and ensures appropriate planning and training of those responsible;

• Develop and implement databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality. Implement various analysis, reporting and quality control capabilities;

• Identify, analyze, and interpret trends or patterns, using basic machine learning techniques, statistical methods to identify relevant features and variables in structured and unstructured sources of information and data;

• Researches, analyses and evaluates new technologies and makes recommendations for

their deployment;

• Participates in writing reports and papers on system-related topics, system requirements, information strategy, etc.;

• Provide professional leadership and work direction for the Unit, develops the yearly workplan, mentors and supervises personnel of the Unit;

• Handles all aspects of contract administration including establishment of service level agreements with vendors and chargeback policy for users;

• Performs other duties as required.

Internetworking and Infrastructure

• Develops plans for major IT systems projects within UNMISS, monitoring the progress design, installation and commissioning of the various systems;

• Leads the team in the operation and maintenance of the systems that includes Customer Relationship Management (CRM) Tool, operating systems platforms; database management systems, workstations, and related equipment;

• Devises and administers disaster recovery plans; provides training for support staff to implement these plans to ensure optimal readiness;

• Responsible for the proper implementation of backup and recovery procedures;

• Maintains a regular review of the access control of the CRM, Umoja and other systems used by FTS;

• Ensures all information security systems are properly configured and maintained;

• Oversees the user access control for IT resources.

Education

  • High school or equivalent diploma is required.

    Job – Specific Qualification

  • ITIL foundation certification is required.
  • Project Management certification (PRINCE2 or PMI) at foundation level is desirable.
  • BRM (Business Relationship Management) Foundation Certification is desirable.
  • Training in reporting (BI) is desirable.

    Work Experience

  • A minimum of ten (10) years (five years’ experience with first level university degree) of progressively responsible experience in the planning, design, development, implementation and maintenance of computer information systems or related areas is required.
  • Experience managing and overseeing large centralized and globally distributed institutional systems is required.
  • Two (2) years’ experience providing services in the planning, design, development, implementation and maintenance of computer information systems or related areas to or in field operation of the United Nations common system or comparable international organization is desirable.
  • Experience in budget staffing and performance management and reporting is desirable.
  • Two (2) years’ experience in the planning, design, development, implementation and maintenance of computer information systems or related areas in a conflict or post-conflict setting is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For this

    position, fluency in English (both oral and written) is required.
