Yes. Had it happen to me. I applied for a position. Got the “thanks for applying letter”. A few months later, I ran into a person that was on that hiring board. Got told that, at least in her eyes, I was the top candidate. But, nepotism stepped into the picture, so, I didn’t get chosen.
