What does it means to ‘ be based’?

As a foreigner I seriously do not understand what this means. To my understanding, Base is :

1. The antonym of Acid, in chemistry

2. The foundation of a structure

3. Headquarters; a center for certain operations ( military, industry etc.)

I don’t think any of the above is what it means to ‘be based’, and I hope to get some answers. Thanks!
